Lagos Assembly approves procurement of 2,000 CNG buses, others for waste management

 The Lagos State House of Assembly has given its unanimous approval for the ratification of two key concession agreements aimed at bolstering waste management and enhancing public transportation across the state.

In a plenary session held on Monday (February 16, 2026), presided over by Speaker Mudashiru Obasa, the House adopted recommendations from a four-man ad hoc committee chaired by Engr. Yishawu Gbolahan. The approval follows Governor Babajide Sanwo-Olu's executive proposals to address escalating waste management challenges and promote cleaner, more efficient mobility.

Key Approvals:

First Concession Agreement: Between the Lagos State Government and Zoomlion Nigeria Limited under the Lagos Waste Improvement Programme – Solid Waste Solution. This includes the issuance of an Irrevocable Standing Payment Order (ISPO) to facilitate improved solid waste management.

Second Concession Agreement: Between the state government and TSL Metroline Limited, with a no-objection letter issued for an Irrevocable Direct Debit Order. This supports the procurement and operation of 2,000 Compressed Natural Gas (CNG) buses.

These initiatives are designed to:

Boost efficiency in waste processing, recycling, and disposal.

Promote environmental sustainability and better public health.

Create jobs and economic opportunities for residents.

Align with Lagos State's environmental policy goals and international best practices.

Improve public transportation effectiveness on routes designated by the Lagos Metropolitan Area Transport Authority (LAMATA).

The 2,000 CNG buses are targeted at public transport enhancement (not directly for waste collection, though they contribute to overall eco-friendly mobility that supports broader environmental goals, including reduced emissions linked to waste-related logistics). Committee chair Engr. Yishawu Gbolahan emphasized that the arrangements would "enhance waste processing efficiency, recycling, and disposal services; promote environmental sustainability; improve public health outcomes; and create jobs and economic opportunities."

One lawmaker, Bonu Solomon, recommended equitable distribution of the CNG buses across all local government areas to maximize statewide benefits.

This development marks a significant step in Lagos' ongoing push for sustainable urban solutions, building on prior commitments to CNG adoption in transport and cleaner waste handling practices amid the megacity's rapid growth and environmental pressures.
